- Initiatives, current programs, and legislative progress presented
Tijuana, Baja California.- Con una notable participación de representantes del sector cinematográfico, autoridades de los tres niveles de gobierno y especialistas de la industria creativa, se llevó a cabo en la Casa de la Cultura de Tijuana la Primera Sesión Ordinaria del Consejo Consultivo Estatal de Filmaciones 2025, encabezada por la Secretaría de Economía e Innovación del Gobierno del Estado. Esta sesión marcó el inicio de un ciclo de trabajo colaborativo con propuestas, actualizaciones normativas, programas de profesionalización y presentación de festivales y convocatorias clave para el desarrollo de la industria audiovisual.
The Undersecretary of Creative Industries, Abelardo Vázquez Ramos, emphasized the importance of this space as a driving force for the sector's growth: "Representing the state government, we are committed to providing the means and conditions for this industry to strengthen, professionalize, and generate new opportunities for economic and cultural development throughout the state," he declared.
The session was attended by Representative Daylín García Ruvalcaba, president of the Economic Development and Binational Trade Commission of the Honorable State Congress; the Secretary of Culture, Alma Delia Abrego Ceballos; as well as representatives from the municipalities of Mexicali, Rosarito, Tecate, and San Felipe, among others.
During the meeting, consultants Octavio Quintero and Mario Fibela presented an incentive project to attract film productions, while Alfredo González Unibe, president of BC Hace Cine, shared the progress made in updating the Law for the Promotion, Nurture and Development of the Film and Audiovisual Industry in the State of Baja California.
During her participation, Luisa Gómez de Silva, president of CANACINE Baja California, announced the program of professionalization workshops that will be offered during the second half of the year, focused on strengthening the technical and creative skills of industry professionals.
Previews of the main festivals scheduled for this year were also presented. The Ensenada International Film Festival (FICEns), to be held from November 20th to 23rd, launched the call for applications for its Pitch Lab, aimed at emerging film projects. Meanwhile, the Tijuana Film Festival, which will take place from November 5th to 9th, was presented by Illya Guadalupe Haro Sánchez, Tijuana's Secretary of Culture, highlighting its focus on local development and community access to culture.
Juan Apodaca Peraza, founder of the Film Analysis Forum (FACINE), shared the call for entries for the "Everyday Fears" exhibition, which will be held from October 6th to 11th and will include the Tijuana premiere of the feature film "A Skyless Roof," by director Diego Hernández.
The production company Studio, recently awarded the Film Industry Certification (ICA), presented its expansion plans in the city of Tecate, with the construction of new spaces for audiovisual production, led by Luis Vera and Bertrand Alfonso.
To close the event, Javier Espinoza Medina, head of the Baja Film Commission, detailed the current calls for proposals from the Ministry of Economy and Innovation, including: ICA Certification, for advertising, production, and audiovisual services companies; the Creative Industries Promotion Program, which provides financial support to creative-based projects; and the Official Catalog of the Film Industry, soon to be launched, to register industry professionals based in the state.
With this session, the Government of Baja California reaffirms its commitment to consolidating a strong, professional, and forward-thinking audiovisual industry.
